Regulatory Basis for SNI Certification in Indonesia

In an effort to strengthen the national standardization system, the Government of the Republic of Indonesia has established a clear and structured legal framework. Through Government Regulation No. 102 of 2000 on National Standardization, the government emphasizes the importance of developing and implementing the Indonesian National Standard (SNI) as an integral part of improving the quality and competitiveness of national products.

SNI is developed by Technical Committees, formerly known as Technical Panels, and officially enacted by the National Standardization Agency (BSN), a non-ministerial government institution mandated to oversee, develop, and coordinate all standardization activities at the national level.

The scope of SNI covers three main pillars:

  • Management System Standards,

  • Process or Method Standards, and

  • Product Standards.

Through this system, SNI serves as the primary reference to ensure that every product, process, and system circulating in the market meets nationally established quality, safety, and reliability standards.

Products that have obtained SNI certification are required to bear the SNI Mark as proof that they comply with the established standards. The SNI Mark must be placed in a visible location, with a proportional size to ensure clear readability, durability against damage, and recognizability throughout the product’s lifespan.

The size and design specifications of the SNI Mark are regulated to ensure consistency and legibility across all types of certified products.

Further regulations regarding the use of the SNI Mark and Conformity Mark based on SNI are detailed in the Regulation of the Head of the National Standardization Agency (BSN) No. 2 of 2017 on Guidelines for the Use of the SNI Mark and SNI-Based Conformity Mark.

This document serves as the official reference to ensure that the application of the SNI Mark is carried out accurately, consistently, and in accordance with the applicable regulations.

Regulations on the Use of the SNI Mark

SNI Implementation Policy

The implementation of SNI is essentially voluntary, guided by the principles of openness, transparency, and alignment with international standards. However, to protect public interest, national security, the economy, and the environment, the government designates certain SNI as mandatory.

Implementation and Compliance with Mandatory SNI

Mandatory SNI implementation must be established through technical regulations issued by the authorized government agency (regulator). Products that do not comply with these requirements are prohibited from circulation, and violations may result in sanctions, ranging from product recalls to criminal penalties and/or fines.

Compliance with mandatory SNI must be demonstrated through an SNI Certificate issued by a Product Certification Body (LSPro) designated by the regulator within its scope. Certified products are required to display the SNI Mark and, if necessary, other conformity marks. To affix the SNI Mark, businesses must obtain SNI Mark Usage Approval (sub-license) in accordance with the procedures outlined in the technical regulations.

Additionally, products with mandatory SNI must also display the Product Registration Number (NPB), as stipulated by the Ministry of Trade of the Republic of Indonesia.

Voluntary Compliance with SNI

For voluntary SNI, compliance is demonstrated through an SNI Certificate issued by a Product Certification Body (LSPro) accredited by the National Accreditation Committee (KAN) within its scope.

Businesses wishing to display the SNI Mark on products marketed in Indonesia must obtain the SNI Mark Usage Approval Letter (SPPT SNI) from BSN. The procedures and requirements are regulated in the Regulation of the Head of BSN No. 2 of 2017 concerning the use of the SNI Mark and other conformity marks.
